San Bernardino County District Attorney Mike Ramos announced the filing of criminal charges against Scot Spencer, former airport developer and Felice G. Luciano, an investor. According to Ramos, Spencer and Luciano allegedly took advantage of efforts to turn around the struggling airport to the tune of more than $1 million.
The massive investigation started in 2009 with multiple law enforcement agencies. Spencer, 48 was arrested in Florida on $1 million bond while Luciano is still being sought. If convicted, the pair face up to five years in prison.
